Wind Farm Regional support advice centres (Community Renewables Initiative, OPET) The following list of organisations can aid in the provision of independent support, advice, feasibility studies and grant aid applications for locally based RE projects:

The Countryside Agency recently launched the community-initiative to ‘provide joined up delivery of community-led renewable energy’. The initiative will address the barriers of access to information and knowledge, and direct groups towards potential financing and grant funding of projects. 10 local support groups have been set-up in specific geographical areas within England. Similar initiatives are expected to be set up shortly within England and Wales. They will provide support, training and advice, and will encourage people to devise and deliver renewable energy developments in their locality.

Organisations for the Promotion of Energy Technologies

The OPET Network is an initiative of the European Commission which aims to disseminate information on, and promote the benefits of, new innovative energy technologies. These energy technologies cover the areas of renewable energy sources, rationale use of energy in industry, buildings and transport, solid fuels and hydrocarbons. The OPET Network is supported by the Enterprise Directorate-General, under the INNOVATION Programme, in collaboration with the Energy Directorate-General, under the demonstration component of the JOULE-THERMIE Programme. The OPET Network comprises both public and private bodies with expertise in the promotion of new and innovative energy technologies. There are 38 OPETs within the European Union, Norway, Iceland and Israel, and 14 OPETs within the candidate countries of Central and Eastern Europe and Cyprus - otherwise known as the FEMOPETs. Each OPET works to meet the specific information needs of the market within a specific geographical area or technical sector. The services they can provide include market studies, technology training sessions, technical evaluations, specialised workshops and exhibitions, partner searches, etc..

The rationale behind regional Energy Agencies: Think global - act local!

The Rio Earth Summit in 1992 initiated the Agenda 21 process, firmly placing significant responsibilities for urgent environmental improvements aimed at reducing the risk and reality of global climate change at the Local Authority level. These politically defined regions consequently have a crucial role to play in facilitating the reduction of carbon dioxide emissions. This is largely to be achieved via the promotion of energy efficiency and local generation of appropriately scaled renewable energy. Since regional agencies operate closer than national organisations to the majority of energy consumers, they are in an ideal position to co-ordinate local strategies for achieving key European and UK energy policy objectives. The main function of Regional Energy Agencies is to help achieve these objectives within a framework which is at the same time accessible to local individuals and organisations, as well as sensitive to and relevant for local priorities, locally identified requirements and also regional idiosyncrasies.

A European Union and Powys County Council supported Community Renewable Energy Project has been operating since 1998 in the Dyfi Valley from its base in Unit 1 of the Dyfi Eco Parc in Machynlleth. Capital grants and other assistance has been made available for wind, hydro, biomass, solar photovoltaic and solar water heating projects in the valley.
